(hereinafter referred to as "TLC") is a third-party certification institution established with full investment from China Academy of Information and Communications Technology, approved by the National Certification and Accreditation Administration and recognized by the China National Accreditation Service for Conformity Assessment.

CA Service：Integrated certificate authority services based on public key infrastructure focusing on e-Government, e-commerce, V2X, IoT.

Assessment and Evaluation： integration evaluation of industrialization and industrialization, evaluation of maintenance service capabilities, green evaluation, evaluation of enterprise standard leaders, evaluation of data security/data management capabilities, etc.

Training services： As a training base and member unit of the Vocational Skills Enhancement Action Committee of the Education and Examination Center of the Ministry of Industry and Information Technology, we carry out training in many fields such as mobile internet application personal security talents, APP personal information protection inspection and testing personnel, data governance and data security professionals, etc.; As a training and filing institution for registered greenhouse gas inspectors of China Certification and Accreditation Association(CCAA), we conduct training for CCAA registered greenhouse gas inspectors;

Support services：Supporting the Ministry of Industry and Information Technology, Office of the Central Cyberspace Affairs Commission, Telecommunication Terminal Industry Forum Association, China Communications Standardization Association, China Association of Communication Enterprises, Internet Society of China, etc.;

In 1994, in order to carry out the quality system review related to the quality certification of communication equipment accessing the network, the Institute of Posts and Telecommunications Standardization established the communication equipment quality system audit center in accordance with the requirements of the original document [1994] No. 170 issued by the Science and Technology Department of the former Ministry of Posts and Telecommunications.

In July of 1995, in accordance with the requirements of Document No. 154 [1995] issued by the Science and Technology Department of the former Ministry of Posts and Telecommunications, the communication equipment quality system audit center was renamed as the "Posts and Telecommunications Quality System Certification Center".

At the end of 1996, in accordance with the relevant provisions of the "Management Measures for the Accreditation of Quality System Certification Institutions", and after being evaluated and approved by the National Accreditation Committee of the Chinese Quality System Certification Institution, the State Bureau of Quality and Technical Supervision officially granted the National Accreditation Qualification to Posts and Telecommunications Quality System Certification Center and registered it with the registration number SC27. The certification business scope included communication equipment.

In December of 2002, in accordance with the policy management requirements of certification authorities such as National Certification and Accreditation Administration and State Administration for Market Regulation, and with the approval of document [2002] No. 639 issued by information technology department of the Ministry of Information Industry, Posts and Telecommunications Quality System Certification Center was renamed as the "TL Certification Center". In January of 2003, the Telecommunications Research Institute of the Ministry of Information Industry invested 50 million yuan to complete the industrial and commercial registration, officially becoming a third-party certification institution with independent corporate qualification.

In July of 2020, in accordance with the relevant requirements of the Ministry of Industry and Information Technology on the reform of enterprises run by directly affiliated units, TL Certification Center has been officially renamed as "TL Certification Center Co., Ltd.".
